Paypal issued the wrong amount for refund

I made a purchase online with MACY'S and I paid for the items using PayPal. I eventually returned the items and the refund was to be issued back to my credit card via PayPal. I received 4 refunds. 3 were for the correct amounts and the last one was for over $90 less than the receipt showed. To be specific the 1st refund was for $108.87 which matched the receipt issued by Macy's, the 2nd refund was for $60.23, which also matched the receipt, the 3rd refund was for $93.08 also matched the receipt from Macy's. The 4th refund was for $15.81....? This does not match my receipt which shows the refund as $108.89. This refund of $15.81 also does not match anything that I purchased. Of course, I called PayPal and they said call Macy's, I then called Macy's and they said call PayPal. Nobody wants to help, and somebody still has my money. I imagine that I can't be the 1st person that that this has happened to, I would appreciate any insite and recommendations for a resolution. Its offical PayPal has lost my business, this is not a safe place for transactions.

Paypal credits you the full refund amount that the seller sends to you.

So maybe its the store that's the racket?
