Firstly paypal covers you for items ''significantly'' other than as described so as you paid for a bracelet and received a bracelet then you may not be covered as they do not get involved in ''quality'' of an item generally (unless you have uploaded proof).
Sounds as if you purchased from an individual and not a website or merchant so that is always buyer beware.
Secondly Paypal does not close disputes until 20 days post opening them. The dispute stage is for you to try and resolve things with the seller and Paypal only get involved when you escalate to a claim.
So during the dispute stage before you escalated the dispute did you upload or provide any proof from a third party jeweller etc that the items were significantly not as described? Only if not then it's just your word against the sellers.
Options are getting proof and appealing?
Small claims court if you have that option in your country and the seller is in the same country?
Lastly if you funded your paypal payment via a credit card you could try a chargeback by contacting your card issuer, although none of those options guarantee a refund but worth trying.
