Seller has deducted shipping fee from free returns item, can I get this back through Paypal?

I purchased 2 items of footwear from Stunahome (wish I'd read trust pilot reviews first!) Their Ts & Cs clearly state that returns are free. I returned one of the items costing £45.99, they have refunded £39.09, deducting £6.90 for shipping. I have sent multiple emails attaching their ts & cs but they are refusing to refund the shipping.
I tried to fill out a form on paypal but the check boxes dont apply to my issue and it wont let me fill those boxes only for the returned item, it automatically checks for both items purchased.
While this is not a huge amount if money it's the principle, they are not abiding by their own terms. I would not have purchased from them without free return option.
Is there anyway PayPal can claim this amount back from them.
Any advice gratefully received.

If they are in the UK as well then you can pursue them in the small claims court but I bet they are in China or somewhere similar? However sellers normally only have to refund for items (and postage costs) not as described and not buyer remorse.
If you had opened a paypal dispute then unfortunately........
In the event of a dispute you choose your seller and not Paypal so you need to bear in mind possible return trackable costs before you go ahead and buy from that seller / country.
Paypal state this >>
IMPORTANT: You may be required to return the item to the seller or other party we specify as part of the settlement of your claim. PayPal Buyer Protection does not entitle you to reimbursement for the return shipping costs that you may incur.
You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
Lastly Paypal has stopped reimbursing return shipping costs a few months back.
Advice is voluntary.

Thank you for replying, looks like I have no chance of getting it back. Very annoying when I've taken the time to carefully read the ts & cs. Yes they are in China. Will go and vent my spleen on trust pilot and add my voice to thel thousands of other cheated customers.
