Send Money to Hong Kong

Hi Paypal Community,

I tried to send $1,600 USD to my relative, who lives in Hong Kong and uses an Paypal Hong Kong account, and I keep getting denied and asked to contact customer service. We all have our Paypal account and bank accounts verified. Anybody knows why and how? Is there any transfer limit from USD to HKD?
