I received a refund from a store to my PayPal account. Now I want to return it to my credit card. Of course, this card was verified. There are also no restrictions on withdrawals. However, the transaction was declined. There is no information in the payment history about the reason for this. Among the notifications, there are also no notifications about the need for additional action. Maybe someone knows what the problem is?

Are the funds showing in your balance or did you pay in the first instance via a card?
If you did then....................
If you funded the original Paypal payment to the seller from your bank account or a card then once marked refunded/completed it will automatically go back to that bank account or card.
Normally it can take a few days up to a week to go back to a bank account. Paypal say allow 30 days for a card (1 billing cycle) but its rarely that long.
(Can vary according to country though).

I apologize, I should have initially provided more details. So, at the end of January 2024, I paid an invoice on PayPal using my credit card (issued by a bank in Ukraine, currency UAH). After 5 months, the seller (a store in the USA) was unable to deliver one item, and we agreed that they would refund a portion of the money. Currently, this amount in dollars is in my PayPal balance. I then decided to top up my credit card, but this time it was issued in another country (UAE, currency AED). Maybe this is exactly the problem? As far as I remember, whenever I needed to withdraw money from my PayPal account, I always chose the card that was used for the original payment. Also, I checked the limits on my account, and they are used up by 1%.
From what I understood from your message, the money will only be returned to the account from which the payment was made, and I just need to wait?

I am 90% in Ukraine (Ukrainian citizen). I also have a work visa to the UAE, where I also have a bank account (for salary payments) + a credit card with a small credit limit.
Since transfers from Ukraine to other countries are prohibited, I thought that transferring funds from my PayPal balance to a UAE credit card would be the best option for me. Anyway, if it is impossible to transfer money from PayPal balance, it is not a big problem. I am just asking.

Paypal is country specific so you have to open a Paypal account registered in the country where you live. You would then need to add an address / phone number / bank accounts / cards from within that country.
