Sending to Friend & Family still charges a fee

So I can't figure what I'm doing incorrectly here. It's this type of frustration that forces me away from paypal. Their help states if you are transferring money from your PayPal balance to another person using Friends and Family then there is no fee yet here it is charging me a fee to do this exact type of transaction. Clearly I'm missing something and PayPal is not being upfront about it to make this easier to understand.

It is absolutely incomprehensible how unusable this rotten site has become. Not only Paypal itself but this forum too. What has happened to software engineering? Does everyone nowadays have a shoe-sized IQ?
I was faced with OP's problem as well - I had a flat $8 USD balance - I try to send it to a friend (VIA FRIENDS AND FAMILY OF COURSE!!!) and I get a red error message saying "to pick a payment method". Now, if I weren't familiar with Paypal's brainless terminology, I would be a little bit confused. However, I happen to know that this non-descript error message means that my balance is insufficient. Too bad it did not further explain what else was amiss. I had a flat 8.00$ and I'm trying to send no more than 8.00$, so where was the problem? It just would not tell me until I picked my Credit Card to cover a mystical fee of $1.09 USD. Where did it come from? No question mark to hover, to tooltips, no information, NOTHING!!!!!!!!!!!!!!!!!!!!!
You have dumbed down this pathetic site so much with your giant tiles and your 90% dead empty space where you won't ever see the full amount of information, no matter how big the screen resolution, and in doing so you've also gotten rid of any exception or error handling on the way. I hate modern Paypal so much. You once made online payments easy and comfortable; nowadays however, you added so much overhead and bloat and cancerous tedium that I'd rather kill myself than to ever use this service again. I just cannot wait until this company crashes and burns to the ground.
To end my previous anecdote - I was not ready to cover an additional 12.5% on my end, so I kept clicking and retrying. Apparently sending via Goods & Services did not deduct any fees on my end 🙂 Nice, so I try that and then it turns out the recipient had to cover it on their end with no indication on my end. Awesome! So, now I have to make a second payment and cover the tax on my end so Paypal gets to double dip!! Hooray, that's exactly what you wanted right? EVEN more money for your embarrassing and sub-standard service. The amounts of headaches I get while I'm on this white & blue website is INCONCEIVABLE! The people who are in charge need to be whipped until they are black and blue. There is no justice in this world, if these are the people who are top earners in the world. What an absolute sorry excuse for a payment provider.
And the best thing is we still don't know what the fees are for, we are left guessing. You cannot contact these people because they have isolated themselves in their safe and secure bubble. Only filler help pages and trashy, broken, and dumb chat bots are left for customers to interact with. Human contact has become a legend of the past.
I assume the fee is for trans-continental transactions. When I send to someone within my own country, it typically charges nothing. However once the money ``has to cross borders or oceans´´, it would seem that PayPal charges for that. As if sending a few bytes once or twelve times around the globe would make any feasible difference. Same concept as mobile data providers. It's all free, but why make it free when you can also charge your dumbass customers a little bit? Under the farce that there is any actual work or any resources involved. Death and famine to all of you.

Why not just click on FEES at the bottom of paypals pages and you can read up on when you pay a fee and who pays it easily enough.
Advice is voluntary.
