I'm trying to send money to my friend in Dubai but I just end up with this error, Sorry this payment can't be completed due to regulations. I have already sent her noney through goods and services and she also has her visa card linked. Could anyone help?

Without knowing what regulations, no one here could answer you.  Your best bet would be to contact PayPal support and ask them, this is peer to peer help and not PayPal support.  PayPal support could advise you properly and give you the proper advice.
