I keep trying to get something off a website and when i log in and im ready to pay i keep getting this message

Sorry, we can’t complete your purchase at this time

Please return to the merchant and choose another way to pay.

and plus ive tried doing this

Log into your PayPal Account
Click ‘Profile’
Click ‘More Options’
Select ‘My Selling Tools’
Click ‘Block Payments’
Under the Payment Receiving Preferences, find the “Block payments from users who:” section
Uncheck the “Initiate payments from the Pay Anyone subtab of the Send Money tab” option
Click ‘Save’

but i never see the option "

Is it an international transaction?

What country are you in?

What funding sources do you have linked to your paypal account?

What funding source are you trying to use?

Are all your funding sources confirmed?

Is your email address confirmed?

Is this a recent problem or are you a new user?

Is it an international transaction? - I dont think so the website is called OPSKINS.COM for CSGO items

What country are you in? - United States

What funding sources do you have linked to your paypal account? - I have a debit and paypal money for my friend

What funding source are you trying to use? - Im trying to use my debit

Are all your funding sources confirmed? - Yes

Is your email address confirmed? - Yes

Is this a recent problem or are you a new user? - Im a new user

I fail to make payment towards invoice created by paypal
