Hi! I am trying to start automatic payment for a merchant but paypal is not letting me do it it any of my credit cards. I am getting this error "Sorry, we couldn't set up your subscription using the card you selected. Please try another card." Please guide me. thanks!

Welcome to the PayPal Community! Not being able to setup a subscription with the card you wish can certainly be a bit frustrating. Is the card you're trying to use a prepaid card? If so, you may need to try a non-prepaid debit or credit card to setup a subscription with a merchant through PayPal.

I have tried multiple Credit Cards. Reason for transaction decline is: Effective 1st Oct 2021, the Bank will have to decline all such recurring transactions on cards initiated by merchants, non-compliant with the new RBI guidelines.
Here are critical points for you to know:
1. Applicable on Recurring / Standing Instructions transactions from merchants who comply with the new RBI guidelines,
a) On a transaction of value up to Rs. 15000, the Bank will process it without the need of OTP for validation
b) On a transaction of value above Rs. 15000, it will require OTP validation via pre debit (before the payment) notification

Hey @vijayswift,
I certainly understand how concerning this can be for you. Due to e-Mandate required by Reserve Bank of India(RBI), automatic/subscription payments can be declined by Indian banks/cards. You have to contact your merchant or service provider to arrange a different way to pay. More information about Regulatory changes to automatic payments made with Indian cards can be found here.
