Technical error with send a payment to email/person

I have a problem with send a payment by mail/in person, when I want to pay by mail to a person personally, when I try to pay through the app/website before confirmation, I am offered to connect a payment method, although the payment method is already connected, and when I try to do it again, I get a logical message that this payment method is already there, add another, but even after reconnecting the card, it is impossible to use the function, I can assume that it started after I sent money to my second account, which is connected to my other account. I tried to reconnect and link my payment method, it worked, but only for one person to whom I previously sent, I was shown the confirmation normally, but for my personal second account it did not help, afterwards, later when I wanted to see what was going on, I again encountered this problem and the inability to send money to any of my couple of contacts, this could be a problem with PayPal itself, or it is a problem with my PayPal/Bank Account, or PayPal itself has forbidden me to pay, what can I do to fix this?

Did you confirm the card after adding it?
Does the billing address of your card match your paypal account address exactly?
Have you got the card linked to your second account as well?
Lastly you are only allowed x2 paypal accounts if x1 is personal and the other x1 is business, if you have 2 of the same type you risk them both being limited.
