There is a block that prevents me from adding funds ti my account

Hi there! I can't add funds to my PayPal account and keep seeing the "We are unable to complete this transaction" message. I tried to contact the customer support and some agents tried to bypass the block, but nothing worked. The others couldn't even tell me anything. I was only able to add funds once after bypassing the block, then adding funds was blocked again. The agent said that there was a security check ongoing, but couldn't specify how long it will take. Next week I asked other agent if the check is concluded, but they couldn't tell me. But they told me that there is still a block and they can't bypass it. Please help, I desperately need to use PayPal.
