Suddenly I am getting this message every time I try to use Paypal to pay for an online purchase. "This transaction has been declined to comply with international regulations." They are shops I have shopped at before. I can use my credit card no problems which is the same credit card which is linked to my Paypal account. I have not received any emails from Paypal to explain. I am completely mystified! Anyone know why this is happening?

For those of you who are getting this same problem with Paypal, I fixed it by logging into my Paypal Account and checking all my details and added a couple of missing details. It seems to have fixed the problem. I got a message afterwards to say my Paypal account was fully restored!!! I didn't even know it was partially disabled for any reason. Paypal didn't even send me an email to let me know it was partially disabled and for what reason! This isn't good enough on Paypal's part.

If you continue to receive the same error message without any updates, please don't hesitate to reach out to Customer Support.

I assume this is still not resolved? I just paid a company through PP 4 days ago with no problem and have paid many companies with no problem. I'm ignoring the article quoted as my problem is nothing on there. The company I'm trying to pay only accepts PP so need it fixed asap.

Please stop just referring customers to the link for reasons why payments are declined..... it does not answer this particular question at all. Could you please read the question more carefully and give us an answer . Thanks!

Having the same issue: "This transaction has been declined to comply with international regulations" but I have a fully verified account, customer is in Australia and estore is in Australia. It's not an international customer. Just an Australia to Australia transaction.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
