When trying to add funds to my Michigan Lottery Account I keep getting the message: To comply with international regulations, this transaction has been declined.

I've use PayPal to do this for years. Same lottery account same bank acct. NOTHING has changed. Why do I get this message. I do NOT get a follow up email explaining this.

I can't seem to get an answer from PayPal yet or the Michigan Lottery yet.

Same exact issue. Both accounts have been used together for years with no issues. I like the recent improvements they made with using PayPal, so this kinda stinks. My understanding is this message Normally shows on PayPal when trying to send money internationally. This isn't even out of state...

Same issue. Am in Michigan. It makes no sense. Have also done many times before. Something is broken between Michigan lottery and PayPal.

So, I actually called PayPal and finally talked to a human being. You cannot use PayPal any longer to fund anything related to gambling, this INCLUDES lottery. They don't let you do it anymore after their last change to security stuff. It's not a glitch or a problem. it's just not allowed anymore.

I'm sorry to hear a recent transaction hasn't gone quite as you expected. From time to time, PayPal compliance must review certain activities for compliance with established User Agreements and global regulatory obligations. Unfortunately, that may potentially mean a payment may be declined due to certain factors which PayPal reviews. Our User Agreement does allow PayPal to review a transaction and refuse to process transactions that may be prohibited by law or that may violate our Acceptable Use Policy and/or international regulations.
