I am sorry to know that the reacent payment has been declined due to an international Regulation. From time to time, PayPal complaince must review certain activites for complaince with established User Agreement and global regulatory obligations. Unfortunately, that may potentially mean a payment may be declined due to certain factors which PayPal reviews. Our Agreement does all PayPal to review a transaction and refuse to process transactions that may be prohibited by the law or that may violate our Acceptable Use Policy and/or international regulations.
