USD Card charged in another currency for USD Payment

My USD card was charged in a different currency for a USD transaction resulting in extra fees for currency exchange from my card, how to refund that amount and make sure this doesn't happen again?
Also are there ever any support agents? I tried over multiple days and various times, yet there is always no agent available and no way to drop an inquiry or report a problem to them were they can get back to me at some other time!
