Unable to make payment using foreign currency (Japanese yen)

I tried to pay in Japanese yen from my master card as it offer a better exchange rate than PayPal exchange rate and there is no fee. But PayPal won’t let the payment go through if I choose to pay in Japanese yen. I ended up letting PayPal convert the payment to Australia dollars and the payment went through right away. I worked out it cost around $30 dollars more using PayPal to convert the currency. This issue stated happening about two months ago. But I had one payment in jpy gone through successful for a lower amount few days ago. I have contacted the card company. They said PayPal never request the payment. Then I called PayPal. They said it was due to system security reason it won’t let the payment go through. My question is if there is security problem then why it let the pay go through in AUD instead.
