Unable to send or purchase even though i have balance

Hello,
When I try to send money it says "we´re unable to complete your payment at this time". It´s been like this since yesterday and I am getting tired of this garbage... I can´t even buy a floor for my house in a big merchant. It says "unable to compelte your payment. return to merchant."

Whats the problem??!!!

"We're currently unable to process your payment with your PayPal account. Please return to the seller and try using a different payment method."

For $15 and I am verified with credit card linked and balance on my account. 

Unbelievable that paypal is even being used by millions.
