Why am I always paying 5.2% transaction fee instead of 4.4%?

I am a merchant based in India and according to PayPal's online documents I should be paying 4.4% + $0.30 + 3% in total fees but on closer inspection, I've been paying 8.2% since 2018 on every transaction. Trying to understand why that is the case.

International fees are higher and vary per country + currency conversion charges may apply.
Fees are in paypals user agreement for your country.
Advice is voluntary.
