Why can't I top up my paypal via my bank card, I'm from Kazakhstan .   I have entered all the data correctly. The card is linked, but there is no button to add funds

We are sorry to hear that you are unable to add money to your PayPal account. Kindly refer the help centre article

to know the steps to add money and also to find the reason which can be the possible reasons due to which you are not able to add money to your PayPal account. If everything looks good but still not able to add money, kindly reach out to our customer support team during business hours by clicking the Contact option at the bottom of PayPal page and o reach us via phone and kindly select "Call us as Guest". By selecting this option you will not require to login to your PayPal account.
