Why didn't I get the email address from eBay seller when I sent payment ?

I have always received an email from PayPal in the past every time I use eBay. I get the eBay PayPal email and a second one with the Seller ID and Email address and often the sellers address and a way to call them on the phone. I am not seeing this second email anymore. Did PayPal stop sending this email with the sellers contact email? It just says I sent payment to eBay but I have no information about the seller. This is not the way it was a few months ago. I can't contact the seller through PayPal. This is a critical issue as I almost always have questions and need to talk to the seller, often on technical support issues with photos, diagrams, even file attachments and eBay doesn't allow you to do this on their platform. Please let me know how I can get the sellers contact email. Thank you

Ebay changed to managed payments a while ago. So whilst you can still pay with paypal you are paying Ebay and not the seller.

You pay Ebay and then Ebay pays the seller by bank transfer. So as you are paying Ebay and not the seller directly Paypal will not have any of the sellers information.
