Why does PayPal charge my recurring GoDaddy charges to the wrong credit card.

Why does PayPal charge my recurring GoDaddy charges to the wrong credit card? First it was Discover, which I removed, then it was a VISA I do not use. Is this a GoDaddy problem or a PayPal problem? I have clearly indicated my preferred payment option for all PayPal charges. And yet they keep charging GoDaddy charges to the wrong card. Why? Is the only way to solve this to only have one payment option available for GoDaddy and PayPal to use. My suspicion is my preferred card is a very good cashback card, could this be the reason? A bit frustrating. I appreciate any feedback to understand, and remedy, this situation.

Because the preferred payment method settings on the Wallet page does not affect automatic payments/recurring payments/billing agreements/subscriptions, they have their own settings:
