cant use my paypal balance

im trying to pay my iHerb order with my paypal balance but once i click pay with paypal option in iherb it direct me to paypal but it ask me to add a credit card and i cant use my paypal balance(the order is 30$ and i got 70$ paypal balance)) why is that?

I'm sorry to hear that you're unable to make a payment using your PayPal balance. Payments can often be blocked or declined if we detect any risk. Please attempt to make a payment after a certain amount of time or a couple of hours to see if it works. However, if you are still facing issues, please try using a different mode of payment for now. You can use your PayPal balance for your next purchase.

I face the same problem too. And I asked iherb to explain the situation. They replied that now I can only use the same currency to settle the bill in the same location, such as using HKD to settle the bill using the HK iherb account and the shipping destination should also be HK. Otherwise, the paypal user can only choose HKD to settle the bill in iherb, while the paypal balance will then convert from the primary currency such as USD to HKD in settling the bill. That means if you have to use the USD or other primary currency u set, it will involve the currency conversion cost. Don't understand why iherb has set this restriction in benefiting paypal.
