Some websites do purchases for $9.44...I make refund case and upload the file...after I received a mail to go to reply within 10 days I didn't open my mail at that time and the case is closed...is there any way for that to open this case again? ... and how do I talk with the costumer service?

Thank you for your post and welcome to the Community Forum! I'm sorry to hear about the issue you're facing with not receiving your refund. Buyers have 20 days from the date a dispute is opened to resolve it with the seller. If the seller does not respond or a resolution cannot be agreed upon, the buyer or seller can escalate the dispute to a claim. We'll review the case and decide the outcome. If a case closes without being escalated to a claim or without a required response from the buyer or seller, there is not a way to reopen the case or file an additional case on the payment. At this point, we suggest that you contact the seller directly to resolve this issue. If you paid with a card, you may want to contact your financial institution and see if they offer any protection.

You have already been told by a paypal employee that because you didn't bother to escalate the dispute to a claim within the 20 days given the dispute closed....end of for you unfortunately.
Advice is voluntary.
