payment as guest

I'm trying to buy something which uses PayPal as the payment method.

Have had to pay as a guest for the last few years on sites that use PayPal for card payments given the limitation on my account which PayPal refused to lift even though I was not in the wrong.

Anyways I went to buy something and get the following message.

We're sorry

Things don't appear to be working at the moment.

Try Again

Return to Merchant

Is that an issue with PayPal and if so how do I report the issue so it can be fixed?

There is a limit on the amount of times you can use the guest checkout process then you have to open a paypal account.

Haven't used it all that much.

Not sure it would give me that error though if I had used up all the guest checkout as I was able to get as far as putting in my payment and other info.

The way PayPal does it sort of limits people as eventually they force someone to make an account and if said person cannot do that then they are pretty much SOL when a merchant has what they need, but only accepts payment or processes cards VIA PayPal.
