payment keeps on getting rejected

my account keeps on refunding my payment and bank account information gets deleted. I have been trying to make a payment for since last due date and every time I call customer service they said that the usaa bank account gets locked and they have to re add the account and confirm it once that's done I am able to add my account again and try to make a payment and a few days later i get an email stating that my payment is getting refunded. Every time I call i mention this issue and keeps on happening.
I have had that account linked to PayPal since the beginning of the account. I did not have any issues until November

I understand your recent payments are being declined, and your bank has been removed; I'm very sorry to hear that. When a bank is removed after a payment is declined, that usually means the bank is rejecting the payment. The most common notifications I can think of in this situation are an invalid bank account, a frozen bank account, or a closed account. I recommend reaching out to Customer Support and asking for the ACH Return code/notification that's being provided by the bank when your payments are declined. Then, take that information to your bank to find out why they're reporting it. Something on their backend may need to be fixed so it's not reported any longer.
