Bank Linking to Dominican Bank Account

I have a Dominican bank account in local currency. When signing up for an account with PayPal it correctly asks for the document related to a bank account which can be one of three options: A Cedula(local identity document) A Passport(if the holder is non-resident) or an RNC which is an id for a business. That is totally correct as any transfer to an account in the Dominican Republic will offer the choice of the document.
However, PayPal in its wisdom, or lack of it, having collected this information fails to offer the options when trying to link my PayPal account to my bank. It only offers the cedula that has 11 digits. My document only has 9 so when I enter this it is declined as the "box", where the ID for the bank account is, has been set so that if either less than or more than 11 digits is entered an error is displayed.
I have tried to explain this to PayPal on more than one occasion but it clearly falls on deaf ears as no action has been taken to rectify this very basic error. This means that for me to withdraw funds from my account I have to go through a convoluted system of transferring my funds to another account holder who is then able to withdraw funds to then send to my bank account for me. This results in my losing funds as the initial transfer to another account is treated as a commercial transaction, as I cannot use "friends" and it then costs additional fees in the transfer from US$ to local currency.
This is a very simple situation to rectify and has been accepted and used by banks worldwide except PAYPAL!!

I did a Google image search for “cedula Dominican Republic” and the Dominican Republic cédula (national ID card) called “Republica Dominicana - Junta Central Electoral - Cédula De Identidad Y Electoral” shows nothing but 11 digit number that look like this on the card: XXX-XXXXXXX-X

Why does your card have 9 digits? Is it an older version? Costa Rica cédula has 9 digit number. Colombia has 8 digit number cédula.

I understand. You can’t link your bank account and can’t access PayPal account without a Dominican Republic national ID number which you do not have. Only a passport.
In your very first message, you say ‘your document has 9 digit number’. You didn’t say which document and didn’t say you were non-resident. That the cédula box don’t let you input 9 digit passport number. That’s the confusion.
Did you ask customer service to link the bank account for you? Tell them you submitted your passport number in your PayPal account already and that you are currently a non-resident resident of Dominican Republic with passport.
On this page, near the bottom, there are other options to link/withdraw to bank besides linking your bank to PayPal. You can link PayPal account to a Banco Popular bank account:

"Did you ask customer service to link the bank account for you?" I never seem to be able to make a connection to "Customer Services". I have sent messages using the message system but always seem to get replies from people who have no idea what I am referring to and asking irrelevant questions or making comments that have no relation to the situation I have.
If you know how to make a direct connection to a customer service representative I would appreciate a link to that.
The suggestion for a Banco Popular account is not an option for the same reason as I have with my own account and I have no desire to try to open an additional bank account, particularly with that bank. It is the most difficult bank in the country to open an account and can take months to do so.

@Temp202302the 03 I am having the exact same issue . I cannot believe that we are the only 2 on the Paypal world non residents to the Dominican republic trying to add a Scotibank Account !!!!
I have spent many hours on this as well and I have gathered all the personal information on my scotia account profile to try and match the answers being asked by Paypal and have not worked . Payapal help is no good as they respond similar to your responses .. they have no clue. Scotiabank is only able to provide the information they have on me and no other assistance in trying to help to link the account to Paypal .
I also dont want to open a Banco Popular as its another headache and that may also not work.
The format is now a bit different since there s no drop-down box . The Box asks for TAX ID CEDULA which since I am not a resident of the Dominican I do not have a RNC or Cedula # but I have a Canadian passport . Scotiabank added the letters CAXXXXXXXX to the passport number once created . I have used the many variations of the passport number, SIN # and I cannot for the life of me match the information on that box. I have also tried to link a Scotiabank US Dollar Account in the same fashion to no Avail .
Paypal needs to provide more clarification on what this number inside this box is or stop claiming that you can link a dominican republic ScotiaBank bank account to a Dominican base Paypal Account !!!
Frustrating to say the least... I will be looking at another platform to try and collect my payments and transfering over to my bank accounts
If anyone (non Resident to dominican republic) on this community has been able to Add a Scotiabank Dominican (US dollar or Pesos Account ) you are my HERO and deserve a medal of honor and please share how you accomplish the impossible feat
