Can't find the user which has my debit card info

i am trying to make a user but paypal claims that my debit card is already in use by another user.
I've tried logging in with all my emails and I could not find the account which had my debit card on it

I understand that you're unable to find the PayPal account on which the card is linked. I'd recommend reaching out to our Customer Support to find the debit card. You can reach Customer Support by clicking Contact at the bottom of the PayPal website so that our advisors can help you accordingly.
