Can't verify account and card. Don't have the "Confirm card" option.

Hi! I don't have an option of card and account verification, and without it, I can't withdraw earned on UpWork money, and can't receive funds from my friends. I've read that I must upload photos of my passport, It's OK for me, but I can't find where to do that. I've read that I must pay a couple of dollars to verify the card. It's OK for me too. But there is no link "Confirm card" in my interface. Help me to solve this problem, please.

You can only receive friends/family payments in your country so I doubt even when you can receive funds you would get paid from Upwork.
