Cannot Resolve Negative Balance

I now have a negative balance because of an automatic payment that PayPal allowed to go through. That's not the problem... The problem is Paypal is making it impossible for me to resolve the negative balance. 1. I cannot send money to my account from Instacart, because PayPal restricted my ability to receive payments. 2. I cannot add cash at a store, because they have restricted that ability. 3. I cannot charge a customer's credit card and have the balance paid from that, because PayPal has restricted my account. 4. I can't even use my linked bank account, that they charge all the time, including a partial payment from the transaction that made my account negative in the first place, to pay the balance. 5. I can't receive money from anyone, because that ability is restricted. The only option available is a linked account I haven't used for years, and I have no way of adding money to it, because it's an online only account with no physical bank. I was talking to someone, but they placed me on hold, and after an hour and a half, I gave up and hung up the call. There is a little blurb about suspicious activity on a linked card, and I'm sure they're talking about my card that I just had replaced from BofA because the chip stopped working. I updated that card and it said "success", but still won't let me use it to pay the balance. WTF PayPal?

Ways to clear a negative balance.

1. Transfer funds from your bank account via the add funds function.

2. The quickest and easiest way is to get a mate or family member to send a payment via the friends / family option. As long as they don't fund it with a card it should be free.

3. Via a card over the phone with paypal.

4. Or mail a cheque as per link.

5. Buy something and Paypal will normally add the debt to that payment during checkout when you authorise the purchase.

None of those options, aside from sending a check, are available. I cannot receive money from anybody, card or not. I mean it won't even let me add cash at a store. They don't even want cash. Don't you think I tried everything before posting here? If you would have actually read what I wrote, you wouldn't have written what you wrote.

I know some you could not use but others you may have been able to.

If the check one is an option why not use it?
