Card is declining

Hi i have 2 paypal account so i add my new card to one of the account it was added successfully but there was a problem so i remove the card and added it to my second account there i face the same issue so i remove the card again and added it to that first accouny but this time the card is decline. This is the message paypal been sending me any time a tried to add the card: Right now, were not able to complete this transaction, I tried several card but all of them are declined and some of the card i have been using them with paypal before, pls help me overcome this issue

Firstly unfortunately you are only allowed 2 paypal accounts if x1 is personal and x1 is business BUT as you can't receive paypal payments in your country then you should only have x1 personal account.

Secondly not sure what cards you are trying to add but again in Nigeria you can only use a confirmed visa credit card, you can't use a bank account or debit card sadly.

Lastly if you can add them then you can only add them to a paypal account 3 times in that cards lifetime.
