If I charge my PayPal account when at $0, does the account go negative or does it charge my linked bank account? Asking because the PayPal Cash Card is a lot better/stronger than my bank issued card.

If you make a payment through your PayPal account, the funds will be taken from whatever funding source is attached to your account. This could be a bank account or credit card.
