This is a good question. It would really depend on the country your PayPal account is registered in however most accounts do need a bank account added. In some countries you can use your bank account to fund payments and in most countries you would need a bank account added to withdraw funds. If you log on to your account and go to the help section you will be able to see there if you would need to add a bank account or what you can do on your account for your country.
