How do I link a US bank account to my Canadian Paypal?

I keep getting an error to contact Paypal but they wont respond

Is it a U.S bank account opened in the U.S and not just a USD currency account OR a virtual, digital account?

it is a USD currency account that I opened in Canada with my Canadian bank. it's TD Canada Trust if that helps

I do understand your concern with this. You can add a US or Canadian bank account to a Canadian PayPal account.
