You would need to add a back up card or bank account and confirm it to verify your paypal account.
You would then be able to use your wallet as long as the funds were in the correct currency and you had marked your balance as your preferred funding source here >>>
Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your preferred way to pay and put a dot in the balance option.
