I cannot link my BDO debit card

Hello! I am trying to link my debit card to my paypal account. At first the error was "your card was declined by the issuing bank. Please try a different card or conact your card issuer with questions" With this, the bank has messaged me that the transaction was not processed since i needed to change the limit of my No PIN purchase limit. Once i've dealt with this problem and tried linking my debit card again in paypal the error is now "Your card has been declined. Please try a different payment method". 

I also want to add that i kind of tried linking it a couple of times so im also wondering if maybe its because of that is why im having this problem

I am sorry to know that you're facing issues while adding a card and was declined later. It is possible that our security program considers a variety of factors at each transaction/activity to keep you safe. Any activity of adding card can often be blocked or declined if we detect any unusual or suspicious activity or not safe for your account in the future. In this case, you can certainly try again at later time by clearing cache and cookies or by using different browser or device. If the issue persist, you will need to have different card linked to your PayPal account. I have tried alot of other cards already but it declined all of it
