I've read a lot of posts of people asking about paypal and flashpay id and how to transfer money and send money from a netspend card and i have figured out that paypal does NOT have flashpay. The only way i have found (this is what i did) to transfer money off of a netspend card online is to add the netspend card onto your paypal account as a debit card, send money from it to your other paypal acct that has your bank debit card/acct# routing# on it and when that paypal acct receives it, move the money into your bank acct. Or for anyone wanting to send money to anyone from the card you can do it from the paypal acct that has the netspend card on it, it allows you to send money from it to anyone with a paypal acct. Hope this wasn't too confusing and hope this helps some people.
