Rewards Points do not show up on some retail sites...WHY?

I have my Visa account in my PayPal wallet. My rewards points are linked. On some sites, when I make a purchase through PayPal I can use my rewards points. On other sites, the option to use rewards points do not appear. Why is this? How can I fix this so I can make purchases, through PayPal, using my rewards points, with all merchants?

I do understand your concern with this. PayPal Rewards are not eligible to be used on all purchases. If your purchase is eligible, the option will show at the merchants checkout.
