There’s an issue with your account

Hello. Couple days ago I made a Bitcoin sale on Coinbase and withdrew my money from there to my Paypal account because of the free fee option.

As I tried to withdraw my money to my Bank Account, it took two days and then the money bounced back to my Paypal account without even going to my Bank Account. I've been a member of Paypal for a long time but I haven't been very active. I just want to withdraw my money but I get this error:

And as I try to find what the problem is I don't find any problems and it says my account is set.

Please help.
