Unable to add a credit card to my account

I have been trying to add (link) my Barclaycard Mastercard Credit Card to my PayPal account for a couple of weeks now and it keeps coming up with this error message:

"We're sorry, we're not able to process your request right now. Please try again later."

The card details and billing address are definitely correct so I called Barclaycard and they have said it's because 3D Secure isn't being followed. I find it hard to believe that a company the size of PayPal would be doing this. Does anybody have any idea on what I can do to get this sorted please?

Me too...barckaycard say its coz of new psd2 system but i had trouble booking at travelodge too, my barclay debit is ok, just the credit card has probs

Different billing address. The billing address you've entered for your PayPal account is different than the one on your card statement. ...
The authorization charge was declined.
Limit of cards in account reached. 
Card is linked to another PayPal account.
Wrong CSC code.
