Adding Skrill Creditcard to paypal Error

hello i need some help with this problem i tried 3 different browsers but nothing work please help

Paypal does not accept all cards so you may get the message the card is declined. If the Visa you are trying to add is virtual or issued online you may need to try another card.

I'm new in the community. Does anybody know if transfer from PayPal to Skrill card is still not possible?
