Can i send money sent to Palestine as friend and family.

Hi I have been following a poor man in a refugee camp that has 7 kids and feeds the cats and dogs. The cats adore him. He has a paypal link to help feed the cats and dogs but I didn't think paypal supported palestine and I have sent money via the paypal link. I want to send small regular payments to help as he needs £12 (15 euros) a day to feed them but I want to check he will get the money. Thank you.

Does he have an Israeli paypal account as Palestine is not supported?
