DEBIT CARD ON FILE, BUT ASKED TO ADD NEW ONE

I've been with PayPal for some years, and have had no issues. During the last 12-15 months, when I click to complete the payment, I will be asked to 'add' a credit or debit card periodically. The payment will not go through unless this is done! I have a debit card in place on PayPal and there have been no changes. I'm concerned somehow scammers are infiltrating PayPal through backdoor brilliance. PLEASE, someone, advise. I log in to PayPay and the debit card is indeed there and labeled 'preferred.
