How can I generate QR code or paypal.me?

I am from Ukraine and in 2022 I was able to receive money on my account but now I don't see a function of creating paypal.me or generating QR Code.

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

You still can't do commercial transactions and receive goods/services payments.

That is why you can't do a QR code OR open a paypal.me account.
