Issue with withdrawal balance to Debit Card (Indonesia)

in the PayPal app the status says complete, but I didn't receive the money on my debit card. How do I cancel it? And after seeing that I had bought an item, and the owner refunded the payment, the money still didn't come in, but I forgot to make a complain to PayPal.

until this day too my "supposed" to be refund purchase, still not refunded at my bank. Atleast can it be a paypal balance. and for my withdrawal can it be cancelled? How it could be as payment but not as withdrawal or refund?
