We are sorry to hear that you've run into some issues while adding your card to your PayPal account. There are some cards that are not compatible with PayPal system. This may include most online or virtual cards. Also please note that to add your card successfully, the information on your PayPal account must match the information on file with the card-issuing bank. Any small discrepancy in a name, address, or anything else can cause the card to be rejected. Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer and therefore refer the help centre article for your region/country. You can also reach out to support team to look into this further.

They can't use a UK paypal account in Ghana surely !!!
Also paypal is not available or supported in Ghana so this has nothing to do with adding a card.

Paypal is country specific so if you move countries you have to close your old Paypal account and open a new Paypal account registered in the country where you now live. You would then need to add an address / phone number / bank accounts / cards from within that country.
You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.
Also Paypal is not supported / available in Ghana so you would not be able to use a Paypal account there anyway.

We do understand that you want to add your Revolut card to your PayPal account. A Revolut is an online bank and therefore, the Revolut card will be consider as Online/Virtual card and an online or virtual card is not acceptable in PayPal. Kindly refer the help centre article to know the details about linking your card to your PayPal account.
If you face any issue while linking your card kindly reach out to our customer support team to get an understanding of the possible solution to the issue raised. Please reach out to the Support Team during business hours by clicking the Contact option at the bottom of PayPal page. If your unable to login into your PayPal account do reach us via phone and kindly select "Call us as Guest".
