My active card keeps getting declined even though its active and working

I have a fidelity debit card and when I attempted to add it originally to my Paypal account the Fidelity account was temporarily closed.
So I called my bank fidelity and they re-activated my account and told me everything was normal.
Still not able to add my card to Paypal, my bank shows no declined attempts. I called Paypal and they removed a block/reset and told me to try again in 24 - 48 hours so I tried after 48 hours and still nothing.
Called my bank again to verify everything is correct and active. Went to purchase gas on my debit card to check to see if it was working and it was.

Called PayPal and they said they performed a reset and told me to try again in 1 hour and I am still having the same issue.
Paypal tells me the card is not active in their system but it is a Paypal issue. 
The merchant I need to purchase from only accepts PayPal. 

Please don't reply with some generic response because I have exhausted all leads and need this escalated.
