PayPal Savings Identity Verification failed even though I have verified bank accounts

I have had a PayPal account for around a decade, added multiple bank accounts and credit cards, transferred funds in and out, and I even have a PayPal credit account, but for some reason I can get past the Identity Verification for a PayPal Savings account. The first time I submitted my California Driver's License as portrait image (on its side), and when verification failed, I suspected this was the cause. I sent another landscape version of it, but it still failed.
Now I just receive a message that says I am ineligible for a savings account because I failed Identity verification.
My license is not expired, and the photo quality is perfect.
What is the deal?
