PayPal says can't verify me when I try to link to Quickbooks

Hi I'm a business user in the UK. Quickbooks self employed, requested I renew the link to my PayPal business account. However, everytime, it, connects, and PayPal does its verification, I've tried all the options, text, WhatsApp, calling me, and initially I get I'm certified, then I get a oops something went wrong can't verify you. I have deleted both apps, reinstalled, emptied cache... I'm trying to do this on my phone Huawei P20Pro, had no issues before. At a loss, Help please.

Has anyone come back to you with a solution?  I'm having the same issue.

I have one Paypal account linked - no issue, but cannot get verification to link the one I actually need.
