PayPal taken money from prepaid visa but not linked it

I bought a prepaid Visa card and I linked it to PayPal and it charged $1.95 on the visa for the confirmation code but when I confirmed it I didn't get the $1.95 back and it charged another $1.95, I am now down $3.90 and cannot even use the Visa in my PayPal account... What can I do to get the money back in my visa
