I am trying to add my card again after accidental removal it from PayPal account. It worked just fine and I could send payments previously.
Country: Armenia
Card: Visa debit card
Paypal gives me an error: Your card was declined by the issuing bank.
But my bank doesn't know about this enquiry and they did not limit or block it anyhow.

Normally the funding source in your country has to be a credit visa.
However allow 72 hours between removing and adding + clear cookies/cache and if no luck try another browser/device OR ask customer services for help to link it? If not you may have to try a credit visa instead.
Advice is voluntary.
